This was made in Adobe Photoshop 7.0. It uses selective coloring and color burn.
>>
1. Duplicate your base twice. Set one to SCREEN 100% and the other to SCREEN 51%.
2. Go to Layer >> New Adjustment Layer >> Selective Color and input these values at 100%.
REDS
Cyan: 0
Magenta: +21
Yellow: +17
Black: 0
YELLOWS
Cyan: 0
Magenta: +2
Yellow: +73
Black: 0
CYANS
Cyan: 0
Magenta: +100
Yellow: 0

5. Go to Layer >> New >> Layer and fill it with 6DCFF6. Set that to COLOR BURN 38%.
6. Go to Layer >> New Adjustment Layer >> Selective Color and input these values at 100%. Please note that these values are the same as in step 4, except for the number in bold.
REDS
Cyan: -100
Magenta: +16
Yellow: +100
Black: 0
YELLOWS
Cyan: -47
Magenta: 0
Yellow: -31
Black: -22
NEUTRALS
Cyan: +17

PS: This is totally selective coloring overload, so use sparingly or else your icons will blind people. These settings will not work on every picture. There's a lot of blue here so make sure you add reds and yellows so skin doesn't turn bluish or anything. This is the kind of coloring that people rant about at iconrants, so keep that in mind. XD
