Actually, our cats don't do that special purr for food. We feed them dry food, and it's always out for them to nibble on. Which might explain why two of our cats are quite fat, but the other two aren't, so maybe not. Instead, our cats do the purr/cry when they want to be petted. Mistral is does it a lot...the problem is, we both find it annoying, so we're less likely to pet her, not more. Either she doesn't do it very well, or we're just odd. Either one could be true.
