Um. It's a thing we do on my world, when we're hoping to see something happen. We basically write up what we want, and then go around and try to get enough people to sign it saying that it's something they want, too. Then you take it to the people in charge and show them how many people want something to happen.

If it's a lot, usually the people in charge will listen, so they don't have a bunch of really unhappy people on their hands.

Not always. But sometimes, yeah, often enough that people have a pretty good chance of getting what they want.

And it can be? Especially in like, other countries, or for businesses or unions or something. But usually it's just that local governments don't want to make the majority of people really unhappy, especially around election time. If you piss people off, they'll vote for someone else.

An election is when a few people run for an office, and everyone in the area votes on who they want to get it. And pretty much, yeah. Some countries still have kings and queens and emperors and stuff, but even then a lot of them also have like, a prime minister that's elected.
