2025 Project claims POTUS can destroy any agency, ignore all laws putting them in place

She says this is what Project 2025 says POTUS can do: ignore all the laws and agencies Congress has put in place since its inception. Does that mean no IRS, no social security for anyone, end of medicare if he feels like it -- or defense dept (never mind Education and EPA). End of whatever agency he pleases. Based on lies about mandates (after all he got less than 50% of voters & voting participation down). Trump claimed he had nothing to do with Project 2025. This would set off intense crisis in the lives of millions of people in US. I remember in 1995 how Gingrich tried to begin to shut down the gov't and thought no one would notice. Project 2025 says POTUS can simply refuse to release funds to enact anything -- ignoring a law HCR says put in place to stop this behavior on part of any POTUS.
Can Congress invoke the 25th amendment to remove someone if he follow Projects 2025 template to destroy? Would not this be a coup? no wonder 14th amendment says one must not allow any insurrectionist to run for office again.
