I always wanted to make a tutorial... so here one is.
I'm using Photoshop CS3.

1.  Duplicate your base layer and set to screen 64%.

2.  New Layer > Selective Color

Red -  -90, 0, +55, 0

Neutrals -  +27, 0, 0, 0

3. New Layer > Solid Color   -  Set to Exclusion  -  use #000458

4. New Layer > Curves

RGB - First point - Output 41, Input 53 - Second Point - Output - 187, Input - 151
                  Red  - First point - Output 44, Input 30 - Second Point - Output - 199, Input - 176
                  Blue - First point - Output 37, Input 51 - Second Point - Output - 185, Input - 192

5. New Layer > Fill part way with black, move down so that it only takes up the bottom of your avatar. Move the layer down below your color layers to give it a blue-ish color instead of plain black.

6. Font - Violation, Color - # f9f0ab
