Obviously, people live in the various apartment buildings. There is a police force, but I imagine a member of the force would be far better at answering your questions relating to them than I can.

Other than that, there is a medical clinic, a hunting group, [...] and lawyers. As for food, Nani runs a soup kitchen.

Does that help with regards to structure?

It would be funny to have people not living in any of them buildings wouldn't it? I was actually wondering more on how they were set up. From what I've gathered some of them are, how to put it... independent?

Mm, it would. I live in Latimir, so I'm only aware of that building to any extent, but anyone can live in Latimir so long as the apartment they choose is currently unoccupied. Gohl, I believe, seems to have more of a rigid structure regarding occupants. I don't know much about Horton.

Complex? I wouldn't describe it as complex. It's much more of a work-in-progress; a complex legal system would require much more order than is currently present here. As you're probably aware, arriving and leaving Discedo is entirely at the whim of the scientists which presents a problem in setting up a legal system.

In other words; whilst there is a basis of laws currently in place, they are rough and any problems with them are currently being worked on, or are still being discovered.

I'm sorry, I assumed a group of lawyers implied a more complex system. But with what you described it sounds like you've done a lot though. It must be hard trying to make a system like that from the ground up, especially with so many differences in culture and perceptions as this place has.

Complex things can be built from simple things; complex from nothing is asking for failure. But you're right, it's not easy.

Ah, I didn't mean to imply such a thing. I meant more as, well... the people of this city I suppose. But you did seem to know a bit about it?

But no one will give up will they? Sometimes things can be hard, but it would be sad if we gave up on them, right?

You'd be surprised how many people there are that don't worry about such a thing.

'No-one'? It's almost inevitable that some people will give up, unfortunately, whilst others will simply not be interested. But, I think that the people that will be able to make a difference, won't give up.

Another thing to be concerned with I guess. Maybe I should make sure my door is locked if people may intrude on me.

That's the important thing in the end, are the ones who continue reguardless. I truly hope they won't give up, and can accomplish their goals with few hurdles to jump.
