Well, working from Data's specs (800 quadrillion bits of storage), we can reasonably assume that the time can be broadly described as "lots". Maybe they do it at the same time as the baryon sweep.
Of course, hopefully LCARS is a Unix-like system with a decent file system at it's core, and so therefore defragmentation gets done on an ad-hoc basis, removing the need for doing the whole Windows defrag thing.
