It's more like that they're not really there; I have to poke them every time a new application comes in so they can review it.

I think what the game REALLY needs right now is some sort of major event that will just grab everyone's attention; something that completely changes the scenario. Problem is that I can't think of anything plausible without possibly stepping on the absentee-mods toes. To be honest, I'm not sure how to broach the topic to them without sounding obnoxiously rude.

That's what I basically what I meant/suspected. As for bringing up the issue with them, you can probably just say to them, flat out, "I think what the game REALLY needs right now is some sort of major event that will just grab everyone's attention." Mention the slowness of the game/recent drops if you have to first. I don't think you'd sound rude.
