He may be staring at this boy a bit in particular. He resembles another boy Castiel spoke to here briefly some time back (briefly enough to walk away from the conversation without a name).
It is a little curious, but not extraordinarily so, from Castiel's vantage point.
"By my superior." Naturally. "Though I do no know where the order originated. I was given to understand that it came from high on the celestial chain of command."
He had wondered at the time. Wondered a lot. With all he has seen and experienced here, though, and what is now happening on Earth, he thinks perhaps it's starting to become a bit more clear.
For a given definition of clear.
"They did not tell me, precisely. My orders were to come through the door as it found me and to learn from what I found here."
"I have, I think, learned a good deal about humanity. My friend, Meg, has been invaluable in that. I met her here in Milliways."
That single set of lessons alone would have been worth coming here.
It's a bit unnerving, really.
But James does what he always does when people stare at him.
He waves.
Cheerfully.
"All right?"

He nods in response to the question.
"I am all right," he replies.
"Are you all right?"
Human conversation is all about reciprocity.

Even while he's thinking, 'This bloke's a bit of a nutter.'

Castiel nods.
"That is good."
"You are exceedingly cheerful."
It is just an objective observation. It stands out -- most people Castiel has interacted with lately have been quite grim.
The possibility of the impending Apocalypse will do that.

His grin sobers slightly. It's a little more of his usual, cheerful smiles.
"Well, I haven't got terribly much to complain about, I suppose."

Humans often seem to fall prey to dissatisfaction and despair. Sometimes it is with very good cause, of course. But at other times, not so much.
"You are, I think, new to Milliways?"
He's fairly certain he has not seen this boy before.

He knows there are people here who have been around for years. And he's not afraid to admit that he's a 'newbie'.
"A couple of months, here-time, I think? How about you?"

Time gets strange for the standpoint of angels, sometimes.
"Not as long as some."
"My name is Castiel."

He smiles.
"Nice to meet you, Castiel. I'm James. James Potter," he replies.

Castiel does tend to fall back into formality on occasions such as first meetings.
"You are finding your time here beneficial?"

That thing about this guy being a nutter?
He's starting to think about that again.
Because: what an odd choice of word, really.
"It's been ... fun, I suppose. I don't think I've been looking for any real benefits."

"With reason. It is why I was ordered to come here. To learn."
And, as always, Castiel has followed that order to the best of his ability.
"I have learned a great many things in Milliways."

"By who? And to learn what sorts of things?"

Could be her.
Could be someone else completely.
'Meg' is a rather common name, after all.
"Because she was one of the first people who introduced me to this place. She was brilliant - haven't seen her since, though."

"Yes. Meg Ford."
A common name, but really the only Meg of importance as far as Castiel is concerned.
"She is indeed quite intelligent. And gives very sensible advice if you are ever in need of it."
