Chandler had originally gone over to Monica's with the intent to raid her fridge. Shopping was just too much effort, and there really wasn't much of a point when people don't lock their doors.
Unfortunately, she hadn't gone shopping lately, either. So there wasn't much to be found, in the way of lunch.
What Chandler did manage to find, though, was a bottle of bright orange nail polish. Rather than stick around Monica's apartment and get caught, he decided that bringing it with to Milliways would be a better idea.
Which is why there's a man over by the fire place, painting his toenals.
