After considering advice from a whole host of people, Billy's decided to put up a sign. He asks the bar nicely for paper and markers, and writes in his best handwriting. When he's satisfied that it's as neat as it's going to get, he posts it on a nearby wall and hopes it's noticable:

Billy grabs the marker from the bar and adds to the corner of the note:

He looks around for the author of the sign, but of course, he has no way of knowing. Instead he leaves another note for Billy.
I am actually in the bar, probably for the next hour or so. I'll be sitting at table near the fireplace area drinking a scotch. If I miss you, then tell me a time when we could meet, and I shall be there.

He retrieves said scotch from Bar and sits down where he might be found.

He walked over and sat down, only wincing a little from his ribs. "Um? Excuse me? Are you Mr. Riddle?"

"I am, and you are Billy, I take it? Do join me," he says gesturing to a chair across from him.

Billy takes the seat, a little nervous. Tom Riddle's maybe ten years older than he is, and that's a lot when you're sixteen, but he had been secretly expecting someone more like Gandalf or Merlin. Old and bearded. "Er, Hello." He offers his hand for a shake, because it seems polite.

"I've been here for almost a month. X-23 said you live here?"

"It was not my idea, the painting. It was a joke between my wife and the head barmen of four years ago. Now, I understand you need someone to help train you up. I have questions for you, and I am sure you have questions for me. Why don't you tell me about your magical system and how it fits into the context of your world. Feel free to ask me anything else you'd like, when you respond."

Billy snickers at the painting. Associating this dignified man with the dogs playing poker is funny, but he quickly turns serious in the face of Mr. Riddle's questions.
"Let's see. Magic isn't common in my world, but it's not unheard of. There's one other practitioner of my kind of magic that I know of, and she's missing --" And maybe my mother. "People with extra-human abilities are very common, though. The next major evolutionary stage is happening on my earth right now; a sub-species called Homo Superior has emerged within the last sixty years. They're people with an active X-gene, which gives them unusual abilities -- anything from looking like a huge furry cat to telepathy." Billy pauses for breath, and realizes he probably should've asked Tom if he were from 616 before now.

He contains the desire to roll his eyes at the snicker, knowing full well that that's the very reason Sirius Black encouraged Door to use the painting - to take Tom down a notch whenever possible.
"When did your powers manifest, and how do they do so? You see, in my world, wizards and witches are born with the innate ability for magic. It can manifest in us as children, usually when strong emotions trigger outbursts. Mine first appeared very early. I used them, not well, mind, not for the right reasons, well before I received my Hogwarts letter. Wizarding children in England, and in most parts of the Wizarding world, begin serious magical study at age eleven."
