After considering advice from a whole host of people, Billy's decided to put up a sign. He asks the bar nicely for paper and markers, and writes in his best handwriting. When he's satisfied that it's as neat as it's going to get, he posts it on a nearby wall and hopes it's noticable:

There's a guy who matches that description sitting by the bar, enjoying a beer. He looks pretty young, 25 tops, and he's grinning as he writes down something or other onto a notebook.

Oh. Huh, he does look young, but Billy figures that there's no harm in talking to him. He gathers up his courage and less than stellar social skills before marching over to the bar.

"Um, hey. Are you Carlos?"

"I go by Ramirez here," he admits as he turns to look at the kid in question. There's a glance toward the board before he nods.

"You the one looking for a little magical guidance?"

It might be noted that Carlos doesn't and never will look him directly in the eye.

"Ramirez," Billy repeats, to be sure he remembers. "That's me-- I've got powers, and I've got a rough idea how to use them, but I don't know anyone in my world to explain any of the technical stuff."

"I see."

He quirks his lips.

"Well, here's the deal. I'm a wizard, full fledged where I come from. I'm even a Warden; think of it like the wizarding police. I know what I'm doing.

"But I come with some rules, and I wanna know just how in depth you want teaching. I don't mind giving you my time while I'm here since it won't take away from things back home, but are you just looking for a lesson a week, or someone to take you on as an apprentice?"

"A few lessons a week, maybe? I've got a lot going on at home, too." He doesn't mention the superhero thing for now. That can wait. "What sort of magic do you do?"
