A bureaucracy gathers paperwork like a Starbucks gathers yuppies. Xigbar and Xaldin recovered Xaldin's entire office. While it is a very well organized office there is a lot of paperwork that they simply do not need now that they've withdrawn from the Organization. The problem is figuring out which of the papers are trash. He won't be throwing any of it out. He'll just be filing it separately.
While many people come to Milliways and take over a table to do their paperwork Xaldin still finds the area inside the bar to be uncomfortable with spikes of agony. He's got his papers spread out over a comfortably large patch of sky outside over an area the jungle has already faded back from and he is pacing back and forth as he goes through ten years of reports, requisitions, and clutter.
