Chell has been many places and done many things in Bar, including learning of tea, her past, and her condition... she still can't believe that her body laid dormant in Aperture Science for 20 years. It explains so much, and yet so little is accessible to her.
Regardless of shock, she still needs to eat, and so she goes up to Bar and orders a... sandwich, yes, that's what Tanya called them... some water, and what ends up being Vanilla Crazy Cake, and sits at Bar in her wheelchair, munching happily. She finally gets cake... and she can understand why GLaDOS deemed this an acceptable lure.
