Belar's been around- he just hasn't been immediately visible or available. It's what happens when you divide your attention between Milliways and the 2008 Mongolian Olympic archery team. He's not going to interfere with the actual event, but if you think he's not going to help his people every step of the preparatory way between now and then, you don't know Belar at all.
This may explain why he's dressed in a blue-and-turquoise version of the traditional Dorbed herdsman's costume when he turns up with his security badge on today. Or he might be doing it just because he can- he's like that sometimes.
