It is not a nice day outside. In fact, it's downright chilly and wet. Which, given that the outdoors simulate Scotland, is appropriate. Scotty has more than once told of such weather in the summer, on those days in San Francisco that reminded him of home.
Jim is taking a walk nonetheless. He's been through much worse, and his uniform does keep him relatively ddry and warm (not that he brought his all-weather gear, which keeps him a lot drier and has pockets). He likes walks in the rain. And odds are he'll be at it a while.
