Damn straight Chloe O'Brian isn't going for the candy.
It'll go straight to her thighs and then she wouldn't be able to fit into her pretty pink dress anymore.
The evening's choice of attire has nothing to do with Bar, she just doesn't have anything else to wear.
And to HELL with anyone that thinks Chloe "That is totally against protocol" O'Brian is going to break any of the rules, especially the one about 'no naked in the bar'.
Unless you're Jack Bauer. It is, after all, canon for Chloe to break every rule in the known universe for Jack Bauer.
There's something about a tab, but yeah, Chloe really hasn't noticed that she even has a tab since re-entering the bar.
