Alright, after cropping my base down to 100x100, I duplicated the base, set it to Screen at 74% and desaturated it. I also sharpened the base twice and then on the second sharpen, I faded it down to 46%.
It looks pretty good, but I still wanted to lighten it up a little bit more without it getting to looking icky which can happen if you make too many screen layers. So I added a curves adjustment layer by going to Layer>>New Adjustment Layer>>Curves. I clicked in the middle on the RGB and drug the line up until I was satisfied. I left the red, green, and blue alone. Now I wanted to take some of the color out so I added another adjustment layer. this time Hue/Saturation (Layer>>New Adjustment Layer>>Hue/Saturation)
And again because I wanted to take away color I moved the Saturation slider down to -38.

Next I added this scanline brush in black from

wonderland__ I set it to Soft Light 50% and erased the parts that went over Johnny.
Next I added my text using Times New Roman at 11pt Strong. I used all capital letters and made a space between each one.

Finally I added this border brush in black from

Natangel and once again erased the parts that went over Johnny.
