Well, from what I understand, the portal dumped people into random places around Luceti, most of the time without the means to communicate. So it took them awhile to get back, and before they could, more people thought it was safe to try it.

...Though since we did find out, no one else has gone through.

All I can say is I'm glad the portal wasn't actually lethal. A prank like this still sucks, but it's way better than the alternative.
