I believe you need to be a prefect in order to issue detentions and as the Slytherin Prefect I can assure you that you have no authority whatsoever to issue anyone with a detention.

Might I suggest issuing Millicent with a detention for causing two students a lot of hassle and aggrovation? I was doing positively well in potions until she spilled my ingredients all over the floor...

You can suggest all you like but I'd rather not enter a detention war with my own housemates, really it's not becoming to behave like first years; trying to get each other in trouble.
