Eeeeee of course! Super easy with the new LJ commenting. Find a GIF on tumblr (yeah, it's probably not nice that i hotlink other people's stuff, lol)

Then you can right-click the GIF and click "copy link address" and then at the top of the LJ comment box it says "Insert Photo" and just paste the link in there. :)

And voila! Then you have this:
