Preemption

I am reading some slides on Containment v. preemptive foreign policy.  Granted, I am reading it in the context of military law studies, but I am curious why it is that we do not seem to take a position of not only military preemption (which I do not particularly care for) but also one of cultural preemption.  If Clausewitz is right and war is merely an extension of political action, then should we not attempt to preempt the politics?

In my mind, a preemption of politics is culture.  We declare our nation of melting pot--a polyethnic state where we can all find common ground under our Constitution, the Grand Experiment.  Why do we not attempt to export this?  I believe that the mark of a great nation is a nation that not only builds a great civilization, but also a great nation is one that syncretizes other nations to be more like itself.  (I.E., Greece, Rome, Persia, China, England, Persian, Incan) I do not mean mere economics--that is a recipe for endangerment as we aid those nations and states which remain opposed to our zeitgeist...
