[FRIENDS:] Phoenix isn't quite a "friend," but he's one of the few people who pities Mike instead of using him.
[ENEMIES:] Those who stir up trouble in court!
[OCCUPATION:] Former patrolman, now a court bailiff. He serves as an officer in court, mostly providing security and delivering documents to the judge. His horrible luck has been affecting his performance, but he has yet to be fired from this job.
[HOBBIES:] He lacks hobbies, obsessively focused on his line of work instead. Things just seem to get beyond his control despite the best of his efforts, though. But hey, nobody can say that he doesn’t try his best.
[LIKES:] He loved his old job, but his new one isn’t so bad (almost as good, despite the lower pay; plus, he has fewer responsibilities, thus fewer mishaps), and his enthusiasm hasn’t dimmed at all.
[DISLIKES:] He dislikes how often he gets attacked or yelled at, when he's only trying to do his job. He wishes people would share his enthusiasm and not stare at him like he's crazy all the time.
[STRENGTHS:] He has the position and the tools to subdue rowdy defendants in court, but effectiveness is something to be desired. More often than not, he’ll end up suffocating himself with his own handcuffs before putting them on someone’s wrists.
[WEAKNESSES:] Highly accident-prone and unlucky. He is always getting tangled or stuck on something, and has earned quite a few injuries over the years simply as a result of either his own clumsiness or just being in the wrong place at the wrong time. He's also a bit of a hemophiliac and bleeds a lot if he's cut.
[APPEARANCE:] Tense and wide-eyed, always seen in his old uniform and carting an assortment of tools such as handcuffs, various ID cards, and a megaphone.
[PERSONALITY:] High-strung and polite to a fault. He has a hard time standing up for himself, and tends to degenerate into a stuttering mess when confronted. He is also easily manipulated. He's hard to have a conversation with, because he sometimes emphasizes his points through a megaphone and ramble senselessly. He tends to easily fold under pressure. He does a dramatic salute when greeting people, and sniffles when upset.
[BACKGROUND:] Meekins has a history of unfortunate circumstances. He has stumbled onto Edgeworth's bad side when interrupting him to deliver a report once, and his payroll nearly suffered as a result. Later, he discovered someone in the evidence room while he was on guard duty, and after simply approaching and asking for an ID, was attacked and left unconscious and bleeding from a knife wound on his hand. Poor Meekins was subsequently suspected of murder due to a chain of misunderstandings. Although he never managed to lay a hand on his attacker, he crumpled under the pressure of being on the stand and confessed to a killing he had nothing to do with. Fortunately for him, Phoenix was able to grasp the truth and save him from arrest. However, his job didn’t last much longer. His own clumsiness and bad luck finally did him in and got him fired. Meekins moved on to become a Court Bailiff not long after, and has managed to keep the position so far...
