Using a Bike for Public transport ?

Interesting Concept this.  Basically you sign up with the rental company and pay a minimum annual fee. Then after that they have loads of cycle stands all over the city. Whenever you need a ride, you just walk up to the nearest stand, go to the automatic machine (something like the parking ticket dispenser), enter your card, and enter the cycle number. You get the cycle. You do your travel and park the bike at any of the company's cycle stands in the city. The first 30 minutes are free and then it starts charging. Everyone wins from this, you save public transport money and reduce pollution, the company providing the cycles earns some money from subscription fee and also gets the advertising space to rent, the city reduces traffic congestion and earns money. But an interesting question is, will this work in India ? I mean even if targeted at say students in universities ? I think no, not at all. What do you think ?
