“Despite the support of a strong bipartisan majority of senators, Ambassador Bolton’s confirmation was blocked by a Democratic filibuster, and this is a clear example of the breakdown in the Senate confirmation process,” she said. “Nominees deserve the opportunity for a clean up or down vote. Ambassador Bolton was never given that opportunity.”

OK. So if they can reject by filibustering, they still can't force who they want onto the agenda. They can either accept that they can prevent there being an ambassador to the UN, or accept one the president suggests. If reasonableness is lost, the system logjams. And if one side loses reasonableness, that doesn't mean that the other side should simply kowtow.

We are in an era of politics that is about throwing toys out of the pram, on one side at least, and the sad reality is that this attitude can block effective government, but cannot be allowed to get its way. Or that appears to me to be the consequence of the division of powers here, at any rate.

The constitution appears to presuppose that America gets a set of people elected who though they disagree have the good of the country at heart, and are prepared to be reasonable. Maybe that has been so for 200 years. It isn't so now, and from here it appears that the constitution simply may not be workable when subject to implementation by asshats. Just as the Supreme Court is simply a political institution for redefining the constitution by undemocratic means.
