they had a spokesman, kind of a "mouth of sauron" type thing except for presidents of course.

In other words, TR was one of the first to address the people directly.

They should have done it sooner; might have helped the PR of presidents like Hayes and Grant. Their administrations were rocked with scandal. It amazes me that personal charisma was not a factor in politics (as far as the popular vote) until the 20th century.
