I was literally just about to post this when Rokuzaki posted another entry to the April Fool's blog on top of the two I was already about to mention. SO GOOD TIMING

It looks like the hair is parting to the opposite side, which would mean that it's Kirishima. The pose looks a little more tsun I think, too, which would be more like his/her personality.

There's one flip of hair that looks like that on top, but the heavier area of the bangs looks like it would be opposite Haruna if you turned it around. And I think you're over-analyzing their hairstyles a little.

I just threw the text under it into Google-translate and what I'm getting is its both of them, and Rokuzaki drew it to demonstrate that fem!Haruna wears the same thing as Fem!Kirishima under her coat. Plus, it really wouldn't make sense for her to draw a front and back view of the same character without indicating it so or making some sort of differentiation. Haruna and Kirishima are often pictured together, so I think that assumption makes more sense.
