It takes years for the park to finally happen.
Everyone knows what Leslie feels -- pride, joy, a sense that she's done something good for Pawnee -- and Ann is surprised that, after all the ups and downs, false starts and budget problems, her emotions mirror Leslie's.
Not that Ann considers herself a quitter, but she thought the victory would seem somewhat hollow, occurring so long after the goal was set. That some part of her -- a part she'd never share with Leslie -- would think the reward to be pale in comparison to the time spent working towards it. But she supposes that's the great thing about Leslie: she knows how to make people care, and keep caring.
Leslie takes Ann's hand in hers. Ann slides her fingers between Leslie's and smiles.
