Assuming that everything needed can be done to form such a fource, what are your plans to do with these dangerous people?

Do you truly think a prison would hold people with incredible magical ability which seems to be the case of many of the dangerous people in Luceti now? Or people capable of teleportation?

And how will you even be able to know who committed a crime when there are those here who can use illusions or disguises very well?

It is not that I object to the idea, but there is definitely much to keep in mind when many of the residents have magical abilities.

I do believe a prison can hold them. And I believe that the evidence has a voice of its own.

So you have plans to prevent such a prison from being destroyed magically or the prisoners from just teleporting out and going into hiding merely to be able to hurt others again?

Then a question, looking at the evidence you have seen given at this time, who do you believe killed Terra?

Eyewitness testimony is notoriously unreliable and character testimony will not hold up in court. I would need to examine the body and the crime scene itself.

That appears to be something that will need to be overcome. Terra's body is no longer in Luceti until she returns, and the dead are usually in far better shape than the kidnapped when they return. Even if we knew where it hapened, the evidence may well no longer be there since it has rained a lot the past few days.

So what then? One of two people here has committed murder. Does this person go free because you can't prove who it is? Do you risk putting an innocent person in prison so someone is punished, or do you find another way to find the truth?

Truly, if you can come up with a solution to complex things like this, your force may well be very useful to Luceti, if the other problems are solved first.

In that situation... the immediate need would be to find the murder weapon. As to the body - had it vanished immediately? Had it not, then we acted far too slow.

So long as we have the crime scene, even with the rain, there may be some trace left on the scene - some blood from the murderer, perhaps some hair. Perhaps if it is in fact this "Kefka" some of the face-paint he has on has smeared somewhere on the scene.

I have not been involved in this case at all until you have just thrown it on me, but given the resources, I might be able to reach a conclusion. Admittedly, however, a key part of any investigation is time.

I do not expect you to solve it actually, the majority of citizens believe it was Kefka from the known facts of those involved. It is more to show that crimes here are not simple in the least bit, especially if nothing is known of the skills of people in this place. You have people who can disguise themselves to look like others which can throw off testimony and evidence. You have people who can vanish without a trace and appear elsewhere which may make it easier to establish an alibi, but at the very least will make it harder to track the criminal down.

It would appear you will also want to find yourself some people with knowledge of the magic people use here to act as advisers until you gain more understanding of this place. It is very strange, things will happen that make no sense, but if people get hurt because of it, it does have to be dealt with.

Indeed. It takes a team to capture any one criminal, I would not be so arrogant as to assume I'm capable of standing alone on this front.

To as to your point... nothing, nothing at all, makes no sense. And nothing leaves no trace. It is merely a matter of looking in the right way and in the right places.

That is good to hear, because no one person can definitely know everything. Especially in a place like this with so many different sorts of skills that people can have.

Well, perhaps I can offer some assistance to you. I'm not skilled in law enforcement, but I am skilled at magic and at fighting. If you wish to be able to see it being used so you can know what to look for, that I can help with.
