While I don't think some manner of full-time guard is unwise, I do think you will run into some problems with this plan. How well have you thought this through, I wonder?

And even if there is sufficient interest, from where will this group get their authority? What laws will they enforce? How do you intend to implement and control their use? What measures will you put in place to prevent abuse of power? A poorly devised plan is worse than no plan at all.

People here have a way of charging ahead at inopportune moments. In the future you probably shouldn't mention things until you're sure of the details... or prepared for the consequences.

Sound advice, father. [Amazingly, that isn't sarcastic. A priest is someone that gets some amount of respect from the get go from Mr. Catholic here]

However... I am merely a CSI. [Because he's also suspecting that this man is more than a mere priest. After all, he did read about a militia group which wasn't to be considered a "group" per se and as such he didn't mentioned them as an organization. He was hoping to get some insight from one of those sleepers]

The only kind I endeavor to give.

Even a mere CSI might have much to offer the people here, if his intentions are good. [Not that Eugene has the first clue what a CSI is. Oh, technologically simple world.] Perhaps your organizational efforts will go more smoothly than those before you. After all, there are many who would rather not be bound to a single group and purpose. Luceti can be such a chaotic place.

If it manages to exist without unduly repressing any of the citizenry, it certainly would. The large variety in cultures and abilities here would be its main stumbling point.
