How do dogs learn to bark at passersby? (205.6)

If I rearranged the living room a little bit to give Penny access to the front window, and thus the chance to stare outside at the world going by, would she naturally start barking at everyone walking by, especially with dogs? She hardly ever barks now, and I like it that way.

My gut says supervise her at first to see what happens, and if she barks, reprimand / remove her until the behavior is extinguished.

Book doesn't bark much either. When he does bark, it's usually at people walking by. I think barking at passers-by has a lot to do with the individual dog. Book is a guarding breed, so he'll naturally flips when people invade his territory. When he gets his knickers in a twist, I tell him to shut up, or I throw something near him to distract him.

Cassie only barks at deer But she's odd, just like her owners.
