(incidentally: Western Europeans mark VE Day on May 8th - the French even seem to have a street in every town called 'Rue 8 Mai' or similar. Do Russians count it as May 9th instead?)
Yes, we celebrate in on 9th of May. IIRC, it was because soviet copy of act of capitulation was delivered to Moscow on the next day after its signing (actually, it was night, about 2 or 3 a.m. if I'm not mistaken, but anyways it was already the 9th) and official announcement of war's end took place. And since then it is tradition:)

I was trying to recreate the poses form iconic photo 'War's End Kiss' - http://images.easyart.com/i/prints/rw/lg/3/3/Anonymous-War-s-End-Kiss-331468.jpg . To me it is an ultimate expression of joy that survivors of any war feel. And because you can't see faces of couple there, it makes them just a man and a woman to whom anyone can relate, and not some definite persons.
