Dog Rights

Just had a short break in Verona, Italy and I think it is a heaven for dog owners. In the UK we only can dream about dogs beeing allowed practically everywhere. I do not understand how in the UK you may own a property and still have to ask your neighbours or management company or someone else if you are allowed to have a dog... In my area only a few pubs will be glad to see me with my dog, other businesses as the best-case just being apologetic. And I am not even mentioning UK public toilets where dogs generally are not allowed - what am I supposed to do - leave her outside unattended?
