This is what I got from the pamphlet provided at the shelter:

There are two types of elimination behavior--1)normal dig and dump done outside the litter box and 2) spray marking.

Based on the fact it was a book, I'm going to assume spray marking and I'm also going to assume he's neutered just so I can narrow down the information to a manageable size.

If he is neutered and he began to spray mark, the cause is often stress related. Possible stress factors: fighting with Mickey; perceived invasion of territory by an unfamiliar cat; change in schedule; change in environment.

(I'm narrowing this down for the sake of brevity. It seems unlikely that you have recently brought a new baby home or some of the other possible issues on the list.)

If, for instance, he is seeing other cats around the building and feeling threatened, they suggest closing the curtains so he just doesn't see them anymore.

If the problem persists and you want some help identifying and resolving it give me some more detail and I'll do what I can to spare you a vet visit.

or possibly he's just a pain in the ass and I should abandon him at a farm somewhere.
