A Note About Age Discrepency (or, Why Usopp looks like a little kid in comparison to Sanji):
As I have it in the Deep Blue Sea, the merfolk do not age like humans. They are the most like the Sea in nature, and they are untouched by the effects of time until they interact with other beings. Their physical development directly reflects their emotional development. Therefore, most seamasters appear to be young and childish. This reflects their inherent childish self-interest. A wiser, more emotionally experienced seamaster would look older (see Ben for an example).
Sanji looks older in this picture because he recently gained a new level of maturity. Also, Usopp has to be younger to be at his "canon" age when things pick up for the reunion, ten years later.
If there are any other questions, just remember: there's ocean magic involved, and it makes things as trivial as time seem a little... funny.
