Burning Feathers
Disclaimer: this plot originally saw light as a group writing project, involving a theme loosely based on the City of Heroes setting, with names changed to cover our legal asses. Bringing the plot back to Paragon means I can do it with proper names.
Basic Story Idea: Former villain loses a magical device that holds the bulk of her power. She tracks it to Paragon City, where she enlists local aid in finding what is rightfully hers.
Motivations: (After all, it's more fun when there's a reason behind things)
Heroes protect the city from the trouble the magical device is causing.
Villains get fat rewards for the return of the item.
The Contact gets her wings back.
The Antagonist... well, we don't want to give too much away.
The Contact: Delilah
A former villain, Delilah retired when she received a very large inheritance from a superior who was impressed with her style. Delilah hadn't committed any capital crimes, so most heroes and law enforcement groups were content to watch her when she dropped out of active villainy.
A technowizard, Delilah had created a set of magical cybernetic wings for herself. When hit with a powerful healing spell her flesh regenerated, pushing the magic wings out of her body, at which point the wings vanished to points unknown.
