My favorite version of Starfire was from the animated Teen Titans. Her outfit was like the fix and by design skimpy, but it wasn't used for titillation.

If you look closely, particularly in action poses, Golden Age! Wonder Woman's apparent original miniskirt was actually a pair of full-cut culottes:

(And I always tacitly assumed that Lieutenant Uhura, Princess from Battle of the Planets, and several female members of the Silver Age Legion of Superheroes wore swimsuit bottoms or something beneath their microminis.)

Maybe she likes the draft? IDK. But at least it worked and it wasn't exclusively sexual - she was her own character, had her own problems and developments, and acted on her own agency.
