Actually, the torah says the married/engaged woman isn't stoned if it happened where she could have cried out with no one hearing. It's still harsh and fails to understand that coercion can be silent, but it's meant to punish willing adultery. Also, the woman (or her father) could refuse marriage with the rapist and just make him pay- he's the one who can't refuse.
