That's a shot towards the end of the last episode of the third series of Doctor Who; the Master gets shot by his wife and dies, and is cremated, and towards the end, an unknown hand picks up his ring with evil laughter in the background.
And it hasn't been mentioned since, so nobody has any clue who it is. A gateway to his return, hopefully; he was brilliant...
Personally, I think the hand belonged to the master's companion. I'm sure they had a plan that, should he be beat by the Doctor, she would shoot him and then resuscitate him. I also think that it was more of a maniacal laughter because, after going to the far future and seeing him kill off 90 percent of humanity, she went nuts.
So the only Master i could think of was the one from Buffy, evil Vampire... made this kinda confusing "but the Master ruling was BAD... and Sarah is a girl, and Buffy's actor's first name was Sarah... " and then i was just all BLARGH. but yay :D
