So we're finally considered a significant threat? I always found it odd that they tried to quantify threat, as if it could be measured.

Clearly they have been wrong in considering us only a minor threat, since we have managed to beat them on numerous occasions, but that is concerning. We have yet to ever face a significant Silentium force, just a few units.

It's even possibly there only *are* a few members of the force. It would certainly explain why they haven't sent a full-scale invasion to wipe us out.

They certainly only seem to need a few members this is true. But I would rather assume they have more and have just continuously underestimated us.

All the Silentium we encountered up until this point seemed to view us as lesser beings...

I suppose we just have to hope that the evidence points to the truth, that this Janus and Saturnus are in fact different from the other Silentium members and do not share their opinions.

It's certainly possible. You don't share the same ideals of some excessively destructive Coordinators... just like Teppei and many others here don't share the same views as some excessively destructive Naturals.

I find it highly doubtful than every member of their SPECIES has identical viewpoints. That would be quite hypocritical of me to think. But I imagine that like most armies, they only conscript people with a certain viewpoint which stands by their overarching ideals.

Though I suspect some people are just too powerful to go unchecked and they might conscript those in order to keep them in line, also because the power is useful. That would explain the two that showed up most recently anyway, though having not met either of them myself everything I know about them is essentially hearsay.
