Driving on bald tires: $900
I got a warning for that several years ago. No $900 ticket; but getting two flat tires, in West Virginia, without even a single spare, was more than enough punishment.
Not coming to a full stop for a pedestrian with a cane and/or eyeseeing dog: $900
What about someone in a crosswalk in an electric wheelchair? I got rear-ended once (when my car was still new) because I didn't want to hit the gimp but the chick behind me obviously did. (Fortunately, there was precisely zero damage done to my car, since the bumpers also have Saturn's dent-resistent panels and such.)
Displaying anything considered "obscene" to other motorists (eg: car nuts): $900
Does that include my middle finger? Because I don't do car nuts or bumper stickers (anymore), but sometimes a finger is worth a thousand words.
Driving over 80mph ANYWHERE: $900-$3000
*whistles innocently*
Failure to give a proper signal: reckless driving, misdemeanor to felony, fines $1,050 to $3,000
Where I come from, using directional signals is the equivalent of leaking vital secrets to the enemy.
Red Light Cameras reactivated in Arlington, Alexandria, Falls Church, Virginia Beach, Vienna, FFX County, FFX City and others.
Those don't bug me as much as speed cameras... Except for when they deliberately reduce the amount of yellow light time in conjunction with the red light cameras. That combination is proven to increase the number of accidental red light runners (and therefore give the state more money) and to increase the number of accidents (but who cares, as long as the state gets more money?)
NO cell phone/hands-free device in use for drivers under 18
Why only for people under 18?
No text messaging while driving
That sounds needlessly stupid and dangerous anyway.
Basically, everything has a minimum of $1000 fines imposed. First offense, or if the police officer pities you, it's a misdemeanor and a grand. If you're just fucked overall, you'll be charged with a felony for ANY driving infraction, depending on what you did and the officer's mood, $3000.
Some of those make sense. The majority, however, not so much. You tell the motivation is MONEY, not SAFETY.

the cane rule actually states that you'll be fined if you don't come to a complete stop for a citizen with a white or metallic cane with or without a red stopper.

Really? Maybe I should walk around in my Bert Shnick costume and watch traffic grind to a halt...
