Cody hasn't learned anything. It makes me sad that he decided to buy Lou a new book only because he was afraid of the lie she told him and not because he was genuinely sorry for his actions.
I do hope that Rachel will reprimand him and make him understand that his behaviour is unaccetable and this isn't just him being a boy and doing silly pranks.
I'm also sorry that in the end it is Lou who took the majority of the blame. Probably Rachel understood better than Teaspoon that Lou is uncomfortable and unhappy but Teaspoon expected that everyone got along just because they are a family. The man makes me so angry right now!
He behaved as the typical adult handing down a punishment without taking the time to understand why "his sweet little girl" became at first so sullen and unhappy and then she arrived to the point to tell that lie to Cody to defend herself.
Not even revealing that Cody is making her life a living hell (at least from her point of view), changed Teaspoon's attitude.
Lou told a lie, and a big one, that's true. But Cody harassed and bullied her for a long time without anyone realizing it or making something to stop it, the little girl did the onnly thing she could thing of to stop Cody.
It's easy for Teaspoon say: you should have told us; probably the adults would just have told her to not react and that Cody would stop by himeslf once he got tired and the usual things adults tell children when they are being bullied.
Teaspoon should have at least reprimanded Cody in front of Lou, to show that he was unhappy with his stepson behaviour, instead of simply handing the problem to his wife because he's his son.
I'm sorry to say that Teaspoon is not doing a good job at being a father in his new makeshift family, Rachel seems a lot better at it!
...and i'm still waiting for Cody apologize -really apologize - to Lou! ;-P

I think Teaspoon is a bit lost about how to deal with Lou. He even questions his parenting skills. Lou is growing up, and she is more a challenge for him now than she used to be. As you say, he needs to tackle the crux of the matter and talk to her for real. Lou isn't trying to be helped because when Rachel attempts to reach to her, Lou refuses to welcome her.
