This is a new kind of Chinese phrase I recently began to notice on the internet. It may have existed for a long time, but I have never heard of it before and was quite perplexed when I first tried to interpret it. So I baidued (like googled) the phrase and learned how to read it. It sounds suspiciously like a product of English-to-Chinese-then-mutate.
It's being redundant to emphasize how the speaker is not simplifying his claim - for example, "The Ravages of Time is the best Three Kingdoms adaptation, and I'm not going to backpedal and say it is merely one of the best."
...It still feels a little redundant. Think of qualifying everything you say as "personal opinion."
