Ah, the money does not go to the one that left. It will go to whomever they denote to be the receiver of their coverage, helping them survive in the city with their friends gone.

Yes, it is for people to continue to take care of individuals even after they leave the city. In my world we have such a plan for those that die, allowing their loved ones to survive comfortably even though the one that used to work is no longer alive.

Precisely. However, death being impermanent within the city, Life Insurance does not have any type of place here. City Insurance though? Has a market that is untapped.
