As a citizen of the City, I find the lack of laws to be very disturbing. What is to protect me from others in the city?

Protection from the beings that govern this place is, at best, limited. I seek, instead, protection from other citizens.

I have no belief that the laws themselves will protect me, but if an organization exist which will be protecting society, as it does already, then such an organization should have regulations detailing what is and is not permitted within the city.
