That is Seiren, from Saiunkoku Monogatari, a shoujo fantasy with a great heroine that you would love. :) It's one of my favorite animes. You can watch it on Crunchyroll.

This is his brother Ryuuki, the Emperor. *points at icon* He is very sweet and silly just like a certain someone I know. XDDD
