Where are the patrolmen, and why aren't they detaining this dangerous idiot?
((Luffy is now:
1) Edible. He will regrow any eaten parts, but he will *feel* himself being eaten.
2) Perma-straightjacket'd. His arms are stuck to his torso, and his legs are bound together. I guess he can move by rubbering like a worm?
This will last for a week.
Ed, on the other hand, will receive $500 for helping with the repairs.))
