"Huh?" Athrun had been daydreaming for a bit as he walked, a cup of water in his hand. Unfortunately for him, that cup was tainted with a trace amount of alcohol. As a result, he found him standing at this now-open building.
Weird, he thought. This isn't where I was trying to go. Must have been daydreaming a bit too much. He looked around, and at the sight of the place, decided he'd best stay. As a member of law enforcement, he figured it would be best if someone stayed around to make sure that the celebration and subsequent drunken revelry did not go bad.
Ginko had wandered in after having some...interesting-tasting tea in his apartment, wondering if the party was still continuing, and he perked up when he saw that it indeed was. At first, the absence of familiar faces made him realize that the usual crowd he ran into at these kinds of gatherings wouldn't be here from now on. It was hard, however, to hold the weight in his heart with the noise and celebration happening within a few feet of him anywhere he walked in the building-turned-pub. Well, only one thing left to do. He ordered one for himself

"Eh? Aah, don't worry," Ginko said, holding up his pint, "I've been here for a good while, and just started my third."
Oh well. Can't always count on a good first impression, he thought to himself. Normally he'd feel more embarrassed, but alcohol tends to suppress such emotions, and strengthen feelings of confidence. He gave Athrun a blissful grin, another rare facial expression for the man.

"Well, just remember to moderate yourself, all right?" Athrun said. "I don't want to see any of this--" he motioned to the room around them -- "turn violent."
Ginko couldn't help feel like he was being talked down to by the young man at first - who was older and had resided there for longer, eh? - but then he paused for a few moments, taking in Athrun's aura. Something about him emanated respect and a true sense of duty.
"...I'm good friends with some of the other patrolmen; Ike, Fay, and Hibari. Name's Ginko," he said, tipping his head in a nod and succeeding in keeping himself drawn to his full height.
He wasn't usually this concerned with impressing people. Oh, beer, what did you do to our beloved deadpan and distant science professor?
Athrun eased up slightly. He had not interacted much with the patrolmen in question, but if he was on the good side of three of them, including the sole town guard, he probably would not have to worry too much about this man causing trouble.
"I'm Athrun. Athrun Zala," Athrun replied. He then searched his brain; should he try to continue the conversation, and if so, how? He was never great at these first impression deals, at least as far as friendliness was concerned.
Ginko noticed his hesitation, and opted to help him out.
"Nice to meet you, Athrun. So now I know four patrolmen, hm?" He smirked a little, and took a small sip of his drink before continued. "Maybe now I'll be safe from this town's crazier population. Though, I suppose most of the more violent ones have already found their way home," he added, looking to the side thoughtfully.
"Well, all of the arrests I make are natives," Athrun said. "I don't think I've ever had to issue so much as a warning to someone who was brought here by the powers that be."
He paused a moment, thinking. "Actually, I think I arrived after most of the major problems happened. I remember being told about a murder shortly after I arrived."
