Put simply, she is canonically qualified for the position. Laharl is merely a figurehead and powerhouse. She is the one that keeps Laharl's castle--including the staff--in working order. She keeps track of what needs to be done and instructs the staff to perform their required tasks.
She herself performs various tasks aside from commanding (see: 'managing') people. This includes the upkeep of the castle, participating in Netherworld politics, and all the business aspects of the castle, such as raising money in various ways.
Although one may expect her to shun her duties as she does in canon, this would not be the case. In canon, she ignores Laharl's orders because they're Laharl's orders. With herself being the one in command, however, she will ensure everything--including her own duties--be completed perfectly, as she herself hates people being lazy under her command and, with quality of the service and the state of the onsen being connected to her image, she would not

You might want to double check to make sure he was a maid rather than a waitress, but I'm pretty sure he was a maid.
