Whenever he does, still, he knows that there is about one chance out of two that Howard will simply ignore him and keeping working, too engrossed in what he is doing to even talk to him. Loki finds it mildly annoying, though the fact that he lets Howard get away with it, get away with ignoring the God of Mischief is what bothers him most.
Still, today is not one of these days. Today Howard's eyes are a bit glazed and Loki can easily guess why even before he tastes liquor in his mouth. He kisses back still, because Howard's desire is not something he wants to deny, and there is something about being wanted with such intensity that pleases Loki. Normally he'd just buy people things if he liked them. But he couldn't buy anything for the God of Mischief he didn't already probably have.
So that led to Howard's go-to second option: cuddling him like no man had ever cuddled another man and hoping that led to something more.]
